Интересно, какого "минимального уровня" нужны таланты в Австралии...

Хотя вопрос конечно интересный.
Думаю, эта категория для известных ученых, писателей и т.д.

Вопрос в том, что определяет известность. И потом, в данную категорию попадают еще и шпортсмены, которых, кстати говоря, классифицировать несколько проще...

Хм, ну серебрянную медаль на олимпиаде она уже выступая за Австралию получила. А кто знает, какое максимальное достижение у нее было до этого?

If you want to see some real-life examples, go to the Migration Review Tribunal archives. This site describes cases when DIMIA rejected the application, but the applicant was
able to appeal to MRTA (because s/he already was in Australia on a temp visa). So
these are, in a sense, borderline cases. You can see for yourself what kind of evidence was presented in each case, and whether MRTA approved or denied the appeal.

Choose "this phrase" in the selector on the left, and enter "distinguished talent"
in the search box. This gives you 106 cases.

To restrict search, you can choose "this boolean expression", and enter something like
distinguished talent AND musician
distinguished talent AND executive
etc.

Quite a variety of people applied and succeeded (on appeal): an Irish rock musician, a former artist of Moscow circus, a research chemist, a Romanian wrestling champion, the wife of a former Bengal diplomat who was real good at folk song and dance, a French archeollogist who found the traces of an early explorer's expedition...

However, policy guidelines in the Procedures Advice Manual state that in order to meet the definition of "distinguished talent" the applicant must have an exceptional or outstanding record of achievement in the field, and must be in the top rank of sport. Achievement at a level less than international recognition would not generally be regarded as outstanding achievement. In addition, applicant's achievement must be at the highest level, and must be considered irrespectively of the extent or shortage of local talent in the area.

`The applicant ... has a record of outstanding achievement'

2.5.1 `Outstanding' should be accorded its ordinary dictionary meaning within context. In this case, `superior' or `excellent' are appropriate synonyms.

2.5.2 In assessing the applicant's record of achievement, officers may take into account information such as, but not necessarily limited to

* their own knowledge;

* information provided by the nominator;

* any relevant qualifications and/or awards the applicant may have received from internationally recognised institutions (note, however, that qualifications or awards alone would not usually equate to a record of outstanding achievement);

* advice from government, professional, scientific, cultural, sporting or other relevant bodies in Australia.

2.5.3 Outstanding achievement in an art or sport for which there is a shortage of talent in Australia should be considered independently of the shortage i.e. the applicant's achievements must be at an international (or national, if comparable) level irrespective of the extent of relevant local talent within Australia.

2.5.4 Achievement in a sport or the arts, at a level less than an international (or national, if comparable) recognition would not generally be regarded as exceptional achievement. In ascertaining the international standing of the applicant, officers should give consideration to the comparative standard of that art or sport, in the applicant's country. For example, an applicant rated 20 nationally, in a sport where thousands of people are in contention, would be expected to have an exceptional record of achievement.

`is still prominent in the arts or sport'

2.5.5 While not necessarily at the height of their careers, applicants should still be in the top rank of their art or sport. The two years preceding the application may be considered a reasonable timeframe in which to assess the applicant's "prominence" in the art or sport.

2.5.6 This criterion may be assessed by considering

* references from persons qualified to assess the applicant's standing objectively;

* items from the information media (e.g. newspaper or magazine articles or TV programs) about the applicant; and

* guidelines above for assessing a record of outstanding achievement.
