From 1 January 2018, subsidies for Australian permanent residents and New Zealand (NZ)
citizens enrolling in a Commonwealth Supported Place (CSP) will be withdrawn, making them
fee-paying students. The Commonwealth will instead support permanent residents and NZ
citizens through access to income-contingent loans which means that they will not have to meet
the cost of upfront fees.

Under this proposal, PRs and NZ citizens would gain access to HELP loans from 1 January 2018, removing the barrier of upfront costs. Affected PR and NZ students who are enrolled in a CSP at this time can continue in their CSP or transfer into a fee-paying place to access a HELP loan.
