  • ACS wants less IT migrants?

Случайно наткнулся сегодня на интересную, хотя и не совсем приятную для многих форумчан статейку.

ACS wants less IT migrants ?

    17 January 2006

THE Australian Computer Society will meet Immigration Minister Amanda Vanstone at the end of the month to press for reductions to the annual intake of overseas technology workers.

The ACS has rejected criticism that the society's assessment program, conducted on behalf of the Department of Immigration and Multicultural and Indigenous Affairs is lax and has contributed to the oversupply of IT graduates flooding the market.

ACS chief executive Dennis Furini said the technology skills categories offered to potential migrants by Immigration were too broad and did not allow targeting of specific skills.

The ACS wants greater "granularity" on the skilled occupations list for technology specialties so shortfalls can be addressed.

"This would allow those areas considered in to be in oversupply to be be removed without affecting areas considered to have a shortage, Mr Furini said.

A more detailed list would have the effect of reducing the number of skilled visas issued to recent graduates.

In a report published in Monash University's People and Places magazine, Mr Kinnaird says 30 per cent of local technology graduates were looking for work in the industry a year after finishing their study.

The large number of overseas graduates competing for local jobs had led to fewer local young people applying for computer courses at university.

The unemployment rate among technology workers was twice the rate of other professions as a result of immigration policy, Mr Kinnaird said.

The ACS has sought stricter controls on the General Skilled Migration program after commissioning Mr Kinnaird to write a report on the impact of foreign technology workers on local jobs.

Mr Furini said the ACS had enjoyed little success in lobbying the Government to reduce technology skilled migration, but it was hopeful that its meeting with Senator Vanstone would produce better results.

The ACS's migration policy was published too late to be considered in Immigration's annual program review, he said.

However, the ACS was confident its concerns would be incorporated into planning for the next financial year, he said.

Meanwhile, a Productivity Commission discussion paper on the economic impact of migration says the system for granting permanent residency visas to graduating technology students could be creating "unintended distortions and outcomes".

The report, which will be published today, says the migration program gives tertiary institutions a "commercial incentive" to design courses designed to meet entry criteria under Immigration's GSM points system.

It says the number of overseas technology students studying at Australian universities has grown rapidly in recent years, from 5840 principal applicants for visas in 2001-02 to 11,460 in 2003-04.

Quoting the Migrant Institute of Australia, the Productivity Commission said there was concern that Immigration's policies were granting students skilled migrant visas too easily at the expense of workers with work experience.

"The result is that a large number of international students have obtained skilled visas but do not have the required skills to work in IT in Australia," the Migrant Institute says.
