Well, clearly, it isn't as direct a question as "To what extent do you agree?", but I've just leafed through a couple of books, and there are a number of such essay questions. In fact, in IELTS Masterclass by S. Haines and P. May (Oxford), it is what you can see in the very first essay task.

Another book that I had at hand was Improve Your IELTS Writing Skills by S. McCarter and N. Whitby. Refer to page 45, Practice Test 5.

Fair enough though, I've looked at the Past Tests (C5 to C9) and couldn't see any there.

Still, time permit, I would suggest you practise your response to at least one such essay.
