Уважаемые форумчане, как и обещал , выкладываю мои наработки и список доков , которые помогли признать мою маму 60 лет dependant relative и привели к положительному решению по нашему кейсу .Подавались по 136 визе , офицер Люда Боуженко .
Прошу принять к вниманию что все доки , правила и идеи относятся к Израилю , бюрократы в Совке злее
Считаю что каждый случай индивидуален , поэтому универсальных правил и советов дать не может никто .
Я решил воспользоваться услугами миграционного агента ( Марины Матюшенко ) по причине того что возникало много ньюансов в процессе на которые всегда получал профессиональный и быстрый ответ , при том что логика по многим вопросах отсутсвует напрочь и если бы отвечал и подготавливал все сам , то очень не уверен что все бы прошло успешно. Это мое мнение и ваше право с ним не соглашаться .
На данный момент имею ограниченный доступ к интернету , поэтому отвечать смогу не сразу в лучшем случае.
Глава 1) " Главное понять чего от меня хотят"

4 DEPENDENCY
4.1 Requirements
To be an aged dependent relative the person must have been dependent on the Australian relative for a reasonable period and remains so dependent.
4.3 Only financial dependency qualifies
In regards to the claimed financial dependency, the applicant (and, if appropriate, the sponsor) should supply the following details:
• the reasons why the Australian relative has to financially support the applicant
• the level of support needed
• the period over which this support has been provided and
• documented evidence that funds have actually been sent to the dependent relative on a regular basis over a reasonable period.

25 ONE FAILS, ALL FAIL CRITERIA
25.1 Background
For most (not all) permanent visa subclasses, Schedule 2 primary criteria require all members of the family unit to satisfy certain prescribed criteria in order for any family unit member (including the applicant who needs to satisfy primary criteria) to be granted a visa. These are commonly known as "one fails, all fail" criteria.
"One fails all fails" applies even in some subclasses that do not provide for all family members to be applicants eg:
As a general guide (only), the following circumstances apply to all these visas.
25.2 To which family members do the criteria apply
Schedule 2 "one fails, all fail" criteria (where applicable) apply to all members of the family unit, whether visa applicants or not and regardless of whether they are currently residing with the applicant who needs to satisfy primary criteria.
25.4 What is their effect
Failure of any member of the family unit to satisfy these prescribed criteria means that:
• the applicant who needs to satisfy primary criteria cannot do so and, it follows
• neither this applicant nor any member of their family unit satisfies Schedule 2 requirements for visa grant.

Основные выводы таковы :
а) Надо доказывать экономическую зависимость
б) Учесть риск того что если один не проходит , то все не проходят
Глава 2) " Пилите Шура ,они золотые или как хорошо быть Плюшкиным"
Начинаем подготовку доков и доказываем зависимость - единственный доход моей мамы это пособие по прожиточному минимуму от Института Нац. Страхования , которого на жизнь не хватает .
По натуре я такой технарь плюшкинского склада , люблю хранить бамажки 10 летней давности , за что не раз был побиваем собственной супругой
Но ... нашел у себя в списке армейских доков справку от моего офицера 9 летней давности о том что я каждый месяц подрабатываю в охране для того чтобы экономически помочь маме . Трем ручонки в ухмылке и продолжаем наш путь .
После изучения форума пришел к выводу что нужен официальный статистический отчет о стоимости жизни в Израиле .Заходим в Центральное Бюро статистики и скачиваем "Household Expense Survey 2005/2006" где полностью расписана корзина цен на все товары , стоимость рента жилья и т.д.
Итого список доков в cover letter получился внушительным , в чем вы сами можете убедиться:

Если вы успешно дошли до этапа мед. проверок , то очень рекомендую обратить внимание на BMI http://www.nhlbisupport.com/bmi/ .
Если коэффициент превышает 40 , то могут сильно загонять по врачам . Вывод один - худеть перед проверкой , тогда самочувствие , давление и сахар будут намного лучше вне зависимости от комиссии .
Глава 4) " Бамбукокурительная и заключительная "
Ждем .....
Получаем визу .....
Летим.....
Приземляемся.....
Понимаем что проблемы только начинаются
