Should wealthy nations be required to share their wealth among poorer
nations by providing such things as food and education? Or is it the
responsibility of the governments of poorer nations to look after their
citizens themselves?
The question of the level of responsibility of rich well-developed nations over the development and level of life in poor "third-world" has emerged in the 20th century. It has never been easy to discuss it as there are all types of reasoning involved including ethic, human rights and religion. Let's try to understand whether our civilization would benifit from such help.
Over the recent decades it has become pretty obvious that wealth is disproportionally distributed among the world nations. There are countries and regions where people are living in extreme poverty and are surviving on as low as $1 per day. Unfortunately as years go by no significant progress has been noticed. It affects our civilization as we could expect unrest and violence to appear within such suffering nations. Moreover once violence arises in one nation it may spread wider in a form of terrorism, crime and drugs.
Understanding that development and prosperity of the modern world is limited by such of poorer nations, many well developed countries such as USA, USSR, UK, France had been trying to support 'third-world' nations through direct material support such as food, medicine and other goods. To many peoples' dissapointment it had been observed that such donations had not brought forward supported countries. Even worse, people who got used to obtain free food and clothes had developed a victim attitude not only at personal but also at national level. They have had a strong belief that since they are victims, others owe them something.
The important aspect that was largely missed out is that one should not cure sympthoms but need to find fix the root cause of a problem. If we think about how wealthy nations could bring others up to speed, it should not be direct material donations but rather institutional and infrastructure changes that provide supported nations with means to develope. Such support should include development of legal system including courts, educational system, internet and telecommunication. These basic elements could let capable people to have exposure and to start creating wealth.
To wrap up this quick analysis, there is no scenario where rich nations are moving further without reducing the gap between them and poor nations. While direct help has proved to be inefficient, infrustructure and basic institutions development projects supported by developed countries may create significant value for our world.
